Not a Fredericksburg, King George, Spotsylvania, or Stafford resident?

The timeline and application process varies by district and is not necessarily the same as here at Tri-County/City.  If you reside outside of Fredericksburg, King George, Spotsylvania, or Stafford, contact your local Soil & Water Conservation District for information. Don’t know your District? You can look it up here.


Do you have problems on your property with erosion? Flooding or drainage issues? Are you considering changes to your landscaping? Or perhaps you would like to install a rainwater harvesting cistern or need to replace your driveway.

The Virginia Conservation Assistance Program (VCAP) may be able to help. VCAP is a new program in Virginia’s Chesapeake Bay Watershed administered by local Soil & Water Conservation Districts. VCAP helps people reduce pollution from stormwater runoff from non-agricultural property by sharing the cost of projects called “Best Management Practices” or BMPs. Funding may be available for you to pursue these types of environmental projects at your home, HOA, or place of worship.

You may qualify if…

  • You can commit to maintaining the project in working order for 10 years after installation. The Soil & Water Conservation District verifies maintenance over the 10-year life of the project and can provide technical assistance. Maintenance is not eligible for financial assistance.
  • You are voluntarily installing a stormwater best management practice (BMP) and not as a result of an easement violation or new construction.
  • The residential occupancy permit (ROP) for the property was issued more than 3 years ago.

We are a local political subdivision of the Commonwealth, focusing on natural resource problems and solutions. Like other conservation districts, Tri-County/City SWCD is self-governed and non-profit and establishes priorities, sets policy, and administers programs to conserve soil and water resources.
Tri-County/City SWCD is not a regulatory agency. Instead, the agency provides technical assistance, information, educational programs, volunteer opportunities, and newsletters to citizens on many aspects of water quality, nonpoint source pollution, and stream health.
